Admission requirements

According to the Rules for Admission to Primorsky State Agrarian-Technological University in the academic year 2021/2022 (approved by the decision of the Scientific Council of the University 26.10.2020), the following conditions have been established for the admission of foreign nationals and stateless persons to the University:

 

1. Foreign citizens and stateless persons have the right to receive higher education from budgetary allocations in accordance with:

a) international agreements to which the Russian Federation is a party;

b) federal laws;

c) the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons (education quota for foreign nationals);

d) by means of natural persons and legal persons in accordance with agreements on the provision of fee-paying educational services.

 2. Admission of foreign nationals within the education quota is in accordance with the directions of the federal executive authority, which is responsible for formulating State policy and regulations on higher education. The admission of foreign nationals within the education quota is effected by a separate order(s) of the organization.

3. Foreign citizens, who enter under the international agreements, should submit not only the documents referred to in paragraph 46 of the Rules for Admission, but also the documents proving that they are among the persons referred to in the relevant international instruments.

4. Foreign citizens and stateless persons, who are Russian expatriates (compatriots) should submit not only the documents referred to in paragraph 46 of the Rules for Admission, but also originals or copies of the documents provided for in article 17 of the Federal Law of 24 May 1999, 99-FZ "On the State policy of the Russian Federation towards compatriots abroad". If foreign citizens have the status of compatriot, they may apply to the University for State-financed places on the same basis as all Russian citizens. Those who fail to fill State-financed places are provided with an opportunity to study by paying a tuition fee. Compatriots do not have special admission rights to bachelor’s degree or specialist’s degree programs under Federal Law N 273-FZ, unless otherwise provided for in an international treaty to which the Russian Federation is a party.

5. The University independently establishes the list of entrance tests for foreign citizens and stateless persons if the enrolment to bachelor’s degree or specialist’s degree programs is under fee-paying education contracts (entrance tests for foreign nationals).

If the number of entrance tests for foreign nationals differs from the number of entrance tests specified in paragraphs 15 to 17 of the Rules for Admission, the University shall independently allocate the number of available places for admission on the results of the entrance tests, for foreign nationals and holds a separate competition for these places.

6. Foreign nationals and stateless persons may, at their option, enter on the results of the entrance tests prescribed for foreign nationals or on the results of the entrance tests specified in paragraphs 15 to 17 of the Rules for Admission. In the application for acceptance, the applicant indicates according to the results of which competition he or she wishes to be entered.

7. At the submitting the documents, the foreign citizen should provide an original or a copy of the identity document, certificate of citizenship or a document attesting the identity of a foreign citizen in the Russian Federation or a stateless person in the Russian Federation in accordance with article 10 of the Federal Law of 25 July 2002. N 115-FZ "The legal status of foreign nationals in the Russian Federation", according to paragraph 46, subparagraph 1, of the Rules for Admission,

8. Foreign nationals and stateless persons may be admitted to education programs containing information constituting a State secret within the limits of the education quota for foreign nationals, subject to the requirements of Russian Federation law on State secrets.
